The Program «Рухани Жаңғыру»

Foundations of education of Miras University are based on a Conceptual framework of education approved in accordance with the Order of the Minister of Education and science of the Republic of Kazakhstan K.Shamshidinova of April 15, 2019 No. 145 on the adoption of the Conceptual foundations of upbringing in the conditions of realization of the program “Рухани  Жаңғыру”.

The content of the Conceptual foundations of education takes into account six areas of modernization of public consciousness: competitiveness, pragmatism, preservation of national identity, cult of knowledge, evolutionary, not the revolutionary development of Kazakhstan, the opening of the consciousness, certain programmatic article of the President and N.A.Nazarbayev “Looking to the future: modernization of public consciousness”.

These areas in the Conceptual framework of education and classified accordingly, determine the priority directions of updating the basic content of education. Therefore, the meaning and purpose of these directions is to modernize the whole variety of pedagogical systems and organizations of the pedagogical process, the whole of the modern educational space, expanding the range of moral, spiritual and cultural values, providing a holistic approach of the school, the family, the state and society to the practice of educating the young people of Kazakhstan.

Conceptual foundations of education are based on the understanding and realization that each field of education covers the main directions of the program “Рухани  Жаңғыру”, modern concepts of education, world trends in the development of education and upbringing (globalization, internationalization, integration, computerization, digitalization, universalization, etc.), methodological foundations and principles of education.

 

Normative legal provision

The legal basis of the Conceptual foundations of education are:

  • Constitution of Kazakhstan (adopted at the national referendum on 30 August 1995);
  • Code of the Republic of Kazakhstan dated 26 December 2011 “About marriage (matrimony) and family”;
  • Law of the Republic of Kazakhstan of 27 July 2007 “On education”;
  • Act of the Republic of Kazakhstan of 8 August 2002 “On the rights of the child in Kazakhstan”;
  • Law of the Republic of Kazakhstan dated 11 October 2011 “On religious activities and religious associations”;
  • Article by the Head of state “Looking to the future: modernization of public consciousness” (from 12 April 2017);
  • State program of education development of the Republic of Kazakhstan for 2016 - 2019, approved by the government of the Republic of Kazakhstan dated July 24, 2018 № 460;
  • Article by the Head of state “Seven faces of the great steppe” (from 21 November 2018)
  • Conceptual approaches to the development of inclusive education in the Republic of Kazakhstan, approved by the order of the Minister of education and science of the Republic of Kazakhstan dated June 1, 2015 № 348;

Purpose, tasks, the object and the mechanisms of the Conceptual foundations of education

Purpose – education of children and youth in educational institutions of the Republic of Kazakhstan under the program “Рухани жаңғыру”.

Тasks:

  1. Actualization of the social significance of updating the content of child rearing, adolescents in the main areas of the program “Рухани жаңғыру”: competitiveness, pragmatism, preservation of national identity, cult of knowledge, evolutionary, not the revolutionary development of Kazakhstan, the opening of the consciousness;
  2. The definition of the objectives, objectives of the updated content of education in the framework of the main indicators of the program “Рухани жаңғыру” taking into account the global trends in the development of training and education (globalizations, internationalizations, integrations, humanization, computerizations, digitalizations, SMART- and STEM- educations), the latest achievements of pedagogical science in the field of education, the main provisions of modern foreign and domestic concepts of education, updated content of secondary education of Kazakhstan, methodological foundations and principles of education, taking into account the progressive experience of JSC “Nazarbayev Intellectual schools” (further - NIS), “Nazarbayev University”;
  3. Ensuring joint action, students and their families, schools, states, public organizations of children's civil society and personality of the student in a holistic educational process on the basis of modern priority universal, national and ethno-cultural values;
  4. Strengthening the content of education of children and youth integration system with the realities of modernity, as well as the activity component, children and youth social initiatives, contributing to the actual socio-significant result.

Object: holistic pedagogical process of educational institutions at all levels of the country's education system.

Key implementation mechanisms: Conceptual bases of education are the basis for organizational and administrative, information support of educational process, social partnership.
